John W. Hill, Jr. , Chair
Director of State & Local Government Services, Arthur Andersen

In his current position with Arthur Andersen, Mr. Hill provides a wide range of management assistance in the areas of organizational structure, financial management and budget, re-engineering and systems development to clients at the federal, state and local levels of government, including universities and colleges. As Executive Director of the District of Columbia Financial Responsibility and Management Assistance Authority, he is responsible for developing and implementing the board's strategic plan, supervising the day to day activities of the board and its staff and working closely with the Congress and the District Officials to accomplish the goals of the Act that created the Board.

Diane Bernstein, Secretary and Vice Chair
President, DC Action for Children


Ms. Bernstein is Vice Chair and Chair of Allocations of The Diane and Norman Bernstein Foundation and General Partner at Columbia Realty Venture. She also serves on the boards of the Children's National Medical Center, Foundation of National Capital Region, the Institute of Family Centered Care, and the President's Council-National Academy of Sciences.

Elaine M. Ryan, Treasurer
Director of Government Affairs, American Public Human Services Association


Ms. Ryan is an innovative manager and policy director with 20 years experience in the Executive branch of state government, the U.S. Congress and the non-profit sector. She has a solid record of accomplishments in crafting successful state and federal legislation and budget initiatives and directing association policy.

Jeffrey Haggray
Executive Director and Minister, DC Baptist Convention


Reverend Haggray serves on the board of the Washington Metropolitan Ministerium, Campaign for New Community, Capital Area Asset Building Corporation, Metro. Community Development Corporation, Small, Local Business and Employment Task Force, Washington Convention Center, Hospital for Sick Children with Special Needs, Samaritan Inns, and the Wesley Theological Seminar. Rev. Haggray has received numerous citations and awards for community service and outstanding contributions as a civic and religious leader.

Myrna Yvette Peralta
President, ALTA Consulting Group

Ms. Peralta leads ALTA Consulting Group, a women-owned company providing project management services and technical assistance to non-profit and for-profit community based organizations with emphasis on social services, youth leadership development, human resources development, training, marketing and other areas. She also serves on the boards of National Conference, Washington Area Community Investment Fund, and the DC Committee to Promote Washington.

Bethann West, J.D.
Executive Director, Advocates for Justice and Education, Inc.


Ms. West has worked on behalf of children with special needs for many years, including serving on the State Advisory Panel on Special Education for the District of Columbia.

Lisa H. Williams

Ms. Williams has served as Vice President of the Capital City Initiatives Department at the Fannie Mae Foundation. The Foundation transforms communities through innovative partnerships and initiatives that revitalize neighborhoods and create affordable homeownership and housing opportunities across America. Lisa had primary responsibility for the Foundation's daily relationships with the Washington area nonprofit community as applicants and recipients of grants and participants in voluntary outreach activities.
